Background Information

Pakal II the Great is known as “The Shield” and the successor to a famous Mayan city that is known as Palenque in modern times. He became king of the city and ruled it until he died in 683.
During Pakal II’s youth, the city of Palenque came under attack from the neighboring states. The male population was destroyed, leaving Pakal II’s mother to rule the city until his son came of age.
After several setbacks from raids, Pakal II led victorious campaigns and subjugated minor city-states, which marked a turning point. Pakal II soon found himself in command of a respected and powerful city, taking revenge against those who preyed his own people.

Pakal is a new legendary commander that is being introduced in Rise of Kingdoms 1.0.48 Patch. In order to summon Pakal II, the Governors will have to collect 10 Pakal II sculptures through various events and quests. Once you obtain the required materials, navigate to the Commander Selection tab on the lower right corner to summon Pakal II.
Pakal II Skills
Unlike these legendary commanders, Pakal II comes with an unique skill set thanks to his talent trees. Being an attacker with enhanced defense capabilities makes him one of the most formidable force to face on the battlefield.
Because of his skill set and unique defense capability, Pakal II is an incredible commander to pair with powerful infantry commanders such as Alexander the Great, Ragnar Lodbrok and even Harald Sigurdsson for instance.

Balanced Strategy
Active Skill: Deals skill damage to the current target (Damage Factor 1300) and troops led by this commander gain a shield for 3 seconds which can absorb a large amount of damage (Damage Factor 500).
Ruler of Palenque
Passive Skill: Infantry units led by this commander gain 30% increased health and 15% increased march speed. When this commander launches a rally attack, all damage dealt is increased by 5%.
Divine Sovereignty
Passive Skill: When attacking strongholds or cities, infantry led by this commander gain 40% increased attack, and have a 20% chance of dispelling any currently active Slow, Poison, Exhaust, and other weakening effects. This skill can trigger once every 10 seconds.
Holy Tree’s Blessing
Passive Skill: Passive Skill Reduces all damage taken by 10%. While on the map, reduces all damage taken when surrounded (bonus reduction = number of surrounding enemies x 5%). The number of surrounding enemies that can be factored into this bonus damage calculation has an upper limit of 6.
Mayan Strength
Expertise / Passive Skill: When this commander launches a rally attack, all damage dealt is increased by 5%. Troops led by this commander deal 3% increased counterattack damage and take 20% less damage from all sources for 5 seconds after using an active skill.

Harald Sigurdsson

One of the best legendary commanders to pair with is Harald Sigurdsson. He comes with an incredibly high attack and damage capability. Which is absolutely a nice balance because Pakal II comes with huge health and defense pool with moderately solid damage output. Harald Sigurdsson will be able to further increase the infantry troops’ combat ability through boosting damage output.
Each time your commanders uses an active skill, a stack is generated that provides +5% damage and -5% defense per stack and goes up to 15 times. At maximum stack, Harald Sigurdsson and Pakal II will be able to deal 75% extra damage at cost of reduced defense strength. Because Pakal II is able to negate the negative effects through his passive skill, this commander pairing is incredibly strong.
Guan Yu

Another powerful legendary commander that is totally worth pairing with, Guan Yu. This commander delivers powerful damaging attacks against multiple targets with his active skill. If you need some self-healing ability, Guan Yu will be able to provide self-healing to help increase Pakal II’s defense capability throughout the wars.
Although, the true reason hides behind the +15% skill damage bonus modifier. Whenever Guan Yu gain an absorption shield (works when paired with commanders like Pakal II and Alexander the Great), then the skill damage is increased by an additional 15%. Let alone both commanders are high damage dealers and will benefit a lot from pairing together.
Bjorn Ironside

If you do not have any legendary commanders in your roster yet. Then you might want to consider pairing Pakal II with Bjorn Ironside, which is a good epic commander that can be obtain in the beginning of game if you pick Vikings as your main civilization. Bjorn Ironside is an excellent attacker that can hit multiple targets and provides additional skill damage bonus that benefits Pakal II.
Pakal II on the other hand will be able to further increase infantry troops’ combat capability under Bjorn Ironside’s leadership. Which is much needed to turn this commander pairing into a solid combination. In addition to that, both commanders gain a passive +10% attack and defense all the time.
Sun Tzu

Pakal II is a great attacker with active skill that does quite a lot of damage. But if you need a commander that can provide additional skill damage and hits multiple targets on open field battles, pair Pakal II with Sun Tzu. This combination will increase skill damage by an additional 20% that makes it easier to inflict even more casualities.
While Pakal II is exceptionally strong at boosting defensive value, Sun Tzu takes this to the next level by reducing enemy damage by 10% on the open field. This helps Pakal II minimize incoming damage and increases survivability rate to fight for much longer — especially when fighting against multiple targets.
Charles Martel

Easily one of the best commander to pair with is Charles Martel. Unlike other commanders in Rise of Kingdoms, Charles Martel have the advantage to increase damage through keeping the absorption shield active. Whenever it is active, your troops will deal 30% extra damage. In this particular, the duos will be able to maintain high damage bonus uptime and decrease amount of damage taken.
Though, Pakal II is good at attacking enemy cities and targets with ease. Charles Martel will be able to improve Pakal II’s combat capabilities through increased health, defense and march speed which is much needed. Overall good combination for any Governors who is looking to bolster combat stat in general.
