She is a peacekeeping commander who excels at commanding an archer army. Thanks to damaging skills and the talent tree that boosts combat effectiveness when commanding archers. Keira is also one of the first commanders to have a specific-skill set that does extra damage in certain events: Ian’s Ballad and Ceroli Crisis.
Currently you can’t gather commander sculptures to summon Keira, which is a big problem. Though, it’s absolutely possible for Free-to-Play players to have their hands on this brand new epic commander. Which means you will have to complete the events in order for a chance to obtain Keira to grow your commander roster.

Undying Flames enhances the active skill by dealing damage over time. Regardless of the damage reduction damage modifier from the active skill, it will deal 200 damage continuously for 2 seconds. This damage increases even further with The Mutineer skill, making it even more deadlier.

One of the best commanders to pair with is Yi Seong-Gye. He is an incredible powerful nuker thanks to his active skill which can deal damage upwards to 5 targets in a circular range. One of his passive skills increases the damage done by active skill by 50%.
When you pair him with Keira that increases the damage taken from the active skills by 80%, both will be able to effectively nuke the enemies into oblivion with relative ease. Not to forget to mention that Yi Seong-Gye is great at killing barbarians as long as you maintain him as the secondary commander due to his AoE active skill and to be able to utilize Keira’s peacekeeping talent build.
Ramesses II

Another excellent commander to pair with is Ramesses II. He is one of the best commanders when it comes to reducing your enemy’s defense and boosting the archers’ attacks. Which makes it an ideal combo for doing massive blows in a single-target battle.
Ramesses II is also equipped with skills which heals troops. This ability is useful in shrugging off damage inflicted by your enemies, allowing the troops to survive longer in long drawn-out battles.
Tomyris

Tomyris is another good commander to pair and to serve as a secondary role. Unlike other commanders, Tomyris whittles out arrows that deal poison damage. When she gets to use her active skill, it does a massive amount of damage plus the number of stacks that deals more damage based on how many there are on the enemy target.
